Definitely Bourne because he doesn’t need enhancements like cross and he uses his mind and environment as a weapon

I think Cross would put up a big fight because he has the chems and Borne doesn't. Borne still might have the ability to beat him it just depends on the conditions.

Jason Bourne due to his natural physical ability as an agent, his tactical intelligence and I think above all his experience in combat against other agents.
